Linux is without doubt able to handle more users loged in at the same moment. E.g. more users loged in on virtual session using the same screen, keyboard, mouse or login from another computer.
I do not know if the PC hardware does supports all these devices connected twice.
Put one of the users on a thin client.
There is a company called userful that makes multihead Linux computers. But the hardware is specially designed.
Obviously it’s also been done in the past with older OSes. I remember a multihead SCO Unix setup, back in the days before they turned evil.
