Screen Slowly Scrolling Up

I just installed 11.3 x64, and I have 2 monitors. One of them is an AOC monitor, and another is a Vizio 42" TV. The TV is the one with the scrolling issue. My graphics card is an ATI Radeon 4850. Any suggestions?

You need to install the ATI proprietary drivers:
