/sbin/yast2 --install, get error: UI Syntax Error Couldn't load plug-in qt-pkg

This is after update to the latest yast in Factory.

Avoid factory for now as they are migrating YaST to ruby

It’s true that YaST is being migrated to ruby.
But that is not being done in Factory and there’s nothing of this work in Factory yet.

On my Factory installation YaST is working just fine, even after the latest updates.

Do you have libyui-qt-pkg5 installed?
Maybe try another “zypper dup” to get your system to the same state as the Factory repo. Maybe you’ve missed to update some packages…

You need an optional repo, I understand.

Correct, YaST:Head:ruby.

This will be merged back to Factory some time in the future, but it isn’t yet.
The original plan was to do that in time for Milestone4, but I don’t know if this is still the case…
