And what exactly is your point? There are no reasons to reject a mirror, even when it is located in Russia.
The informations about sanctions against this country are publicly available. As openSUSE does not provide these mirrors, absolutely zero sanctions apply.
Btw, even if openSUSE would provide the server itself in Russia, there is no sanction which would apply.
You recognize the difference between “my OS relies on some random packages supplied from a random, remote Russian server” and “someone is looking for help, no matter where he comes from”?
These “random packages” from a “random, remote Russian server” are official distribution updates/upgrades from registered and official openSUSE mirrors.
As https://download.opensuse.org/ is only a redirector/load balancer, you get your updates from mirrors all around the world without noticing. Including Russia, China, Korea and more. It’s a kind of magic…(or mirror basics for technical oriented ppl).
