I’m new with openSUSE distro.
I have a question, hopefully can get the appropriate answers.
My root user account is able to any kind of tasks from server (In this case, add/remove users), but when I connect remotely with server (xrdp), root user is unable to unlock the settings option. My question is, how can enable this option remotely?

First, welcome to the openSUSE Forums.
When you use RDP to connect to an openSUSE system or, any other remote desktop/terminal client protocol, then, you have to ensure that, the Firewall has been setup to allow the RDP protocol, or whatever other protocol you wish to use, access to the system.

Once that item has been resolved then, you’ll have to check the RDP server configuration of the openSUSE system – with special attention to the access rights of the user “root”.
xrdp displays a X-Window to the RDP user – you can also install the “xorgxrdp” package to make the Xorg server act like X11rdp.
That is rather vague. Explains what you do, step by step, what you observe at each step, what you expect.

About to steps I do is the following:
-Local server is able to login (no one user is logged)
-I’m on from my PC, open Remote Desktop Connection (My PC runs with windows 10)
-Connection is done.
-I’m managing add/remove users whom will be access to my opensuse Leap15.6 server
But as you can see the image attached in the topic, I can’t unlock the option.
I’m expect to be more clear about this item.

Talking about the topic, I have constant issues with remote users which cannot logon in to server, or I have some users logged and others don’t.
I will check the firewall settings from my server to make sure the setup is configured correctly.

You mean YaST > Security and Users > User and Group Management?
No, I cannot see it. I see image of some UI (you never explained what program you use) with text Unlock. It may be a button, it may be something else. You never explained what you do on this screen. If it is a button, you probably press it, but you never described what happens when you do it. If it is something else, I do not know where to start.
If, you’re using the Microsoft Remote Desktop Client to access the openSUSE machine then, you should, after logging in to the openSUSE machine, see a Desktop –
- Which Linux Desktop?
KDE Plasma?
GNOME?
Something else?
Are you sure that, by default, the openSUSE system is using the X Window System?
Are you certain that, the xrdp session isn’t trying to use a Wayland session?

I use the add/remove users from SUSE settings, not YaST. Is that tooll work for me much better than add/remove users from main SUSE settings?

You still did not explain what that screenshot is supposed to be. Please re-read @arvidjaar 's post #6 above.
You talk about user management. But in openSUSE most do this using YaST > Security and Users > Users and Groups and this does not look like it.

You are using SLED? You are asking the wrong Forum, this is the openSUSE Forum and most of us have no idea of the tools you are apparently using.
