Not really. You must take into consideration that you may be installing more software in the future.
And, you do not want to run out of room.
For a 500 GB
My settings for / are 70 GB /home has 320 GB and 30 GB /data partition for storing backup info.
The leftover space is used for testing a new version of openSUSE.

NO. Mine shows 11.3 GB. That is why I assign 70 GB for my root partition.
It depends on how much software was initially installed.
Check in Repo manager
the main repos are set to keep downloaded packages
