The standard tool under Linux is the Gimp, which is normally installed by default on a Suse installation. Use the “Scale” option (as I recall, it’s in the tools menu, which you get to by right-clicking in the image).
For quick and dirty work, I actually prefer Kolourpaint. It’s not as powerful, but it’s all I need, and it’s faster and easier for me. If you don’t see it in your Graphics menu, run Yast -> Software Management and search for it. Install it if needed.
