I am unable to install at all because of the missing dependency I’ve posted about before, if the apache module “imagemap” is required, it’s unavailable everywhere I’ve looked.
So, if you could post the following to understand your installation
zypper lr -d
zypper info obs-api
zypper info apache2-mod_imagemap

Is your 13.1 an upgrade from a previous version of openSUSE or a fresh install?
