Can you boot a previous kernel? I don’t think it’ll help much, but it’s worth a try if the failure is in the initrd. For some reason the root fs is mounted read only.
Ignore those messages on reboot/shutdown. There’s an open bug report (Bug 1080485) on those. But they actually seem to be harmless.

Can I enable a log file for dracut?
