reading a tired cd

Is there a program similar to cdparanaoia (for music) for reading tired data cds?

While copying the cd from a command line, is there a combination of commands to set cd speed, number of retries etc?

Data cds? I suppose that dd_rescue should work. Or the helper script
“dd_rhelp”. You could create an image with that.
