When is the time we say kde4 goodby
i run tumbleweed 20151022 and in yast a hole lot of kde4 libs programs
if i try to delete then i get 120 or so programs yast will delete
Is frameworks5 just a plain desktop and all the kde4 programs need the kde4 libs?
When will that situation be over
Frameworks5 is not a desktop at all.
It is a bundle of addon libraries to Qt5, similar as kdelibs4 is to Qt4 (but more modular).
Plasma5, the desktop, is based on KF5 though.

All the KDE4 programs need the kde4 libs. That’s what makes them “KDE4 programs” in the first place… 
But yes, not all KDE4 programs have yet been ported to KF5.
When will that situation be over
In a few years maybe?
Basically depends on what applications you use/need.
