So this kind of question has been asked in many ways in this very forum. The number ONE reason I would recommend openSUSE 11.3 to a friend is because I use it myself and therefore I am very knowledgeable as to how to install, configure and use openSUSE. Any other Linux distribution might be better in some other ways, but not if you expect to get any help from me…Friend.

I would reccomend staying with Opensuse 11.2 for numerous reasons its alot more solid until Opensuse 11.4 comes out. You can still run all latest apps on 11.2 i.e KDE 4.5.1 Samba and Apache and if Your experienced enough you run the latest kernel 2.6.35.4. It also boots faster than its cousin.
Your question is not quite clear to me. Do you mean openSUSE 11.3 against other openSUSE levels (suggesting that the friend is allready an openSUSE user), or do you mean openSUSE against all other Linux distributions (suggesing that the friend is allready a Linux fan), or do you mean to convert the friend from say an MicroSoft type OS or OS-X?
I would rather ask why you would NOT recommend openSUSE 11.3 and stick to 11.2, as I read in several posts people prefering 11.2. For now I have installed 11.3 on a couple machines, no major raison to complain. I still have others running 11.2 . But I plan to replace a fileserver (RAID 1) which runs 11.0. Do you guys see any reason to wait until 11.4 ? Why do you think 11.2 is better than 11.3 ?
I stick to 11.2.
First reason: never change a working system.
Second reason (that proves the truth of the first): it comes with a new KDE level which includes an imcompatible/unusable Kaddressbook (there is a thread here about this which confirms that this is not only my opinion).
And to repeat my thread above: IMHO there is no reason whatsoever to assume that the OP asks for a choice between openSUSE 11.2 and 11.3. He only mentions 11.3 but fails to tell about his friends alternatives.
Of course, when you just start with openUSE, my advice would be to go for 11.3 because then there are no compatibility issues.

The video system has changed dramatically from 11.2 to 11.3. It is too new and I don’t trust it.
Yet. I prefer to look over the rest of the people, see what problems they find and how do you solve
them. >:-)
Udev/hal.
It is undergoing a big change. They wanted to remove hal, then they found they couldn’t because many
kde apps still need it.
Plus, generally I don’t trust any new release till about 4 months after release date. At the moment,
11.2 is very stable and reliable, all the problems that could be solved have been solved already.
That said, I have 11.3 installed in a partition on my laptop, my test partition. I also want to test
it on this computer, but I haven’t had the chance yet.
(I did have severe video related problems when I tested 11.3 on the laptop, which I reported to
Bugzilla at the time (Intel driver)).
