Installed QMapShack from software manager but when I open it I get this error message and package doesn’t open:
QMapShack detected a badly installed Proj4 library. The translation tables for EPSG projections usually stored in /usr/share/proj are missing. Please contact the package maintainer of your distribution to fix it.

qmapshack is not in the Standard Repos.
So you have added an Repo by Hand or by installing any 1-Klicker.
Also you have inserted some SLE Repos that do not belong to openSUSE Leap:
Repo number 5, 6, 7, 8, 9, 10, 11, 13
I would delete them…
I installed qmapshack as follows:
zypper addrepo https://download.opensuse.org/repositories/Application:Geo/openSUSE_Leap_15.3/Application:Geo.repo
zypper refresh
zypper install qmapshack # broken version
zypper in https://download.opensuse.org/repositories/home:/kukuk:/qmapshack/15.3/x86_64/qmapshack-1.16.1-lp153.8.1.x86_64.rpm
That’s all.

Is this some more general problem? I have seen another thread here that has about the same IIRC and the OP there also seems not to know how h got them.

There are two “don’t-s” to keep in mind when using Tumbleweed:
don't use the "1-click installers" available from https://software.opensuse.org
don't install from Open Build Service home: repositories
Apart from that finding the sweet spot between safety and usability mostly depends on your preferences and your use-case.
