Does Skype only work with Pulse Audio?
skype for linux is ancient and a buggy, I had issues with skype not wanting to start because of pulse, the fix was removing pulse’s config file, before going hunting for config issues I’d suggest you create a fresh user profile and see if skype works there.
I have a similar opinion after using it for several years with different O.S.'s. Unfortunately most of my friends refuse to switch to some other software.

That usually solves the immediate problem…until the next one comes along. Thanks for the confirmation.
skype is 32 bit so if OS is 64 then you may need to install some 32 bit lib
run skype from command line and see if it throws errors
