I’m on 13.2 and am running plasma 5.7.1 from the KF5 repository. I don’t seem to get any calendar plugins for the new agenda feature, and I’ve also checked that nothing seems to provide /usr/lib64/qt5/plugins/plasmacalendarplugins/*, which in other distros appear to be provided by plasma-workspace. Notably, from another thread here (https://forums.opensuse.org/showthread.php/518877-Plasma-5-7-Calendar), the plugin appears to be available for LEAP 42.1 users.
Has the plugin been omitted from 13.2 packages for some reason?
Yes.
It requires kholidays, which is not included in 13.2.
kholidays has been added to the KDE:Frameworks5 repo (as a link to the package in KDE:Applications) for 13.2, so it may get enabled in the near future…
Otherwise, I do build it with kholidays support in my home:wolfi323:branches:KDE:Frameworks5 repo (which contains Plasma5/KF5 applications packages that are co-installable side-by-side with their KDE4 counterpart, so you can even switch between a KDE4 desktop and Plasma5 on the login screen).
The repo URL for 13.2 is:

It requires the KDE:Qt5 and KDE:Frameworks5 repos as well.
But as you already have them, just add the repo and do a full switch.
Though that will probably reinstall a full KDE4 environment because of the installation patterns, and you will have to install the KF5 applications (marked by the ‘5’ in the package name) manually.
Using KDE:Applications is not required nor recommended in this case, my repo contains everything from there.
But as I said, the “official” version in KDE:Frameworks5 should have the plugin soon as well.
This is enabled now in KDE:Frameworks5 for 13.2 too, so just update your system.
