Is anyone else having problems adding and getting onto this repository?
I’ve also tried the German locations as well…this has been happening since last night when I install M4

I got it going
For some reason I had to try and add it multiple times through the command line before it worked 
Not sure if it was a Packman problem or M4 problem???

It might be best to carry on using the packman repo for 11.3 for M4 - as many rpms are not available under the packman factory repo yet (for example vlc). The rpms under 11.3 work fine with M4.
They may do now, but remember you did it this way, when dependency hell breaks loose…
