Hello;
While doing installation for opensuse 12.3, I am facing the following error that is related to the packman mirror:
Permission to access ‘http://packman.mirrors.skynet.be/pub/packman/suse/openSUSE_12.3/repodata/repond.xml ’ denied
And I see this permission access problem also when I am doing upgrade using zypper refresh. How I can overcome it?

Apparently that mirror has problems.
You could use a different one, [noparse]http://packman.inode.at/suse/12.3/[/noparse] should work fine.

This packman repository is important to do upgrade for the kernel? Because I need to upgrade my kernel from 3.7.10-1.16 to newer one where my opensuse version is 12.3. Is there newer one?
Because I am facing problem related to 3.7.10-1.16 as mentioned in this link: [Bug 826322] New: X server switches to llvmpipe after kernel-desktop sec](http://lists.opensuse.org/opensuse-bugs/2013-06/msg01968.html )

Now did you try another mirror of packman as suggested by wolfi323, or didn’t you?
You’re not that clearly stated.
Packman does not do kernels. There is a kernel repo with newer builds look in the community repos
