Package visible on pkgs.org but on available localy

Hello !
I am trying to compile primus-vk project. I faced problem with missing headers, I installed almost all available vulkan packages in yast but nothing resolved my problem.
Then I discovered that this header (vk_layer_dispatch_table.h) is available in this package https://opensuse.pkgs.org/tumbleweed/opensuse-oss/vulkan-validationlayers-devel-1.1.102-1.1.x86_64.rpm.html
It is turned out that this is visible on pkgs.org but I am not able to find it localy and I am unable to download from pkgs.org

I am running openSUSE Tumbleweed

Looks like they are not built/added at the moment in the development project;
https://build.opensuse.org/package/view_file/X11:Wayland/vulkan-validationlayers/vulkan-validationlayers.spec?expand=1

It’s a few releases behind and needs updating by the looks, a bug report would be the way to flag the maintainers, or if have an OBS account leave a not on the page…
