There’s a quality issue here i’m sensing. WHen i zoom icons while in Dolphin, the icons are quite fuzzy. I think it’s when it reaches say 128x128 i’ll estimate.
It’s really strange because in Mint 9 KDE, oxygen icons show cleanly at max zoom 
How can i fix this?

Maybe you’re missing the scalable icons.
Start YaST->Software->Software Management.
And enter oxygen-icon-theme-scalable in the search box.
Click on Search.
On your right a package will appear.
Make sure you’ve installed it.

you have to install oxygen-icontheme-large to fix this issue.

THe oxygen scalable theme and the large theme is installed, but they don’t come up in the icon theme list so i can apply them. My 2 options are regular oxygen and gnome

AFAIK it isn’t a different icon theme but an extension to Oxygen.
So if they installed correctly you should get sharp icons when zooming.
