Personal opinion: TW is as hands-on (not more, not less) as most base distros, read Debian or Arch. 
Not everything is configured perfectly OOB like some of the better downstream distros such as Ubuntu, Mint, Cachy, etc. 
I had better luck with Fedora on an Nvidia machine a while back, YMMV. 💩
