If hibernation is correctly configured, there must be some process preventing the system to halt, perhaps your graphics chip. You should look the processes running and card configuration. Good luck.

I had a similar issue
Turns out it was something about how Linux handles the “wake on LAN” feature. If that one is turned on, and your PC is connected, it will auto restart.
After I disabled the wake on LAN option in BIOS, it shut down fine.
i don’t have a wake-on-LAN feature in the bios but i have erp and i have that enabled.
By enabling erp i disable the wake-on-lan feature.
I don’t have experience with this hardware so can only offer general advice, but some Gigabyte motherboards have known issues with suspend. This archlinux wiki page may (or may not) be relevant. Sometimes a vendor firmware upgrade is required.
