It says

403 Forbidden

I get that error as well - has this perhaps been moved into the main
bugzilla instance at http://bugzilla.novell.com ?

Yes: the Education Bugtracker has been moved into bugzilla.novell.com. If you want to submit a new bug against the Education repository, please use the following URL:
http://tr.im/file_edu_bugs
This should open a new Bug on Novell’s bugzilla with the correct settings.

If I click on the link for the education bugtracker (URL: http://tr.im/file_edu_bugs I get the error that Firefox can’t find the server at www.tr.im.

What can be wrong

That means that the tr.im site isn’t resolving in DNS.

Go to bugzilla.novell.com instead - you’ll have to select the Education
repository from the bug submission form.
