Its hard to make easy bug that find out what is wrong.
Its say its most be me failt that is mess up system? So why did you have tumbleweed and Leap?
First of all make more easy bug report like ubuntu-bug.
And then make better debugger like screenshot and infomation to make it easy to fnd what wrong?
It is really hard to understand what you are writing. It’s no problem if you don’t speak fluent english. Most of the users here are no english natives. But maybe it would help if you use an online translator like deepl or whatever. After reading the mentioned bugreport i have to second Andreas opinion: “This report does not make sense to me at all.”

However, Tumbleweed 20220331 should be using KDE Plasma 5.24.3. So you already have a badly messed up system. This is often due to an inconsistent mess of repos.
Thirdly, you wonder why there are both Leap and Tumbleweed. Leap is for people who want stability, while Tumbleweed is a rolling release for people who want the latest of everything.
My advice for you: it would be wiser for you to use Leap. You are still learning how to use openSUSE system, so it makes more sense to go with stability.

So tell me how to downgrade to 15.4 or something zypper downgrade to leap [15.4]

This is not supported. I’ve never tried downgrading to Leap from TW. If you are very adventurous you could try it by removing /etc/zypp/repos.d/*, and installing the standard *.repo set for 15.4, which contains the following URLs:
Once the repos are in place and refreshed, zypper -v dup --releasever=15.4 might produce a working Leap 15.4, but don’t count on it. Better just to install fresh 15.4, which currently is in Beta, with more than a month until its final release is expected.

Latest what do you need? What do you do that demands “latest” software versions? Those who only need the latest versions of a limited selection of packages can usually use Leap as the distro, and selectively and carefully add various OBS repos to get newer versions of selected packages.

TW provides latest, but in order to do that, occasional problems are unavoidable. Such problems can usually be worked around or fixed quickly once found and reported. If using the default filesystem, rollbacks can be readily done to escape problems found.
Bug report is expected to start with bug description (or at least description of problem that may be result of a bug). There is none at all, neither in bugzilla nor in this thread. And problem description is not something that can be auto-generated by tools “like ubuntu-bug”.
Ubuntu 22.04 is still beta but i did not get so much bugs with browser and other things.
I also test fedora 36 its also upgrade issue with some PC but.
I tryed a upgrade today from 15.4 leap to latest version of leap i get dummy instead of Leap on login screen?

Before upgrade Zypper up i get more issue than before i installed Opensuse Leap 15.4 for first time.
Windows 11 beta was better and also windows 10 beta when its come. Sorry but 15.4 beta and Tumbleweed is not other than issue. But i get boot to works at least.
When you are convinced that other distributions and even Windows are better then openSUSE, then why are you still meddling around with it. Do you want to feed your frustration again and gain? When yes, please do not post your frustration here. Simply use what works for you. And that is clearly not openSUSE.
I use Opensuse and Openmandriva and Mageia for learing and find out how poor or good it is.
Somethimes can its get good but i think this distribution have to much isssue and to less option compared with windows 10\7 and ubuntu and fedora. If them want to make poor system is up to them but i think its good for more to compares but ReactOS is also poor. Check also openmandriva Zenver that is platform for ryzen its did not have much improment from normal installer. But if i newer try it can not know if some get bettter.

I can ask question its not about that, is about its meanless usage, upgrade to useless distribution.
So what an do to avoid break leap 15.4 or Tumbletreeed? Must user read releasenote before they upgrade?
Or what is expected about normaly used to avoid crash and useless system?
TW and 15.4 are not useless. We here have lots of installations of those on various hardware that aren’t crashing. I alone have lots of installations of those on various hardware that aren’t crashing. This trouble you have must have something to do with your hardware, or something you are not doing that you should, or are doing that you should not, or some combination of these.
If you would explain here in English we can understand, one issue at a time, the details of what is happening, or not, on your installations, and your basic hardware specifications, we should be able to help you fix whatever is wrong.
