Is OpenSuse a good platform to host a Ruby on Rails application on?

Sure, why not? However, like any non-Enterprise distro, you just need
to keep in mind the lifetime of the support for the release. If you
don’t mind upgrading every year or two, you’ll be fine.

Are there any pre-compiled packages on OpenSuse or do I have to compile them, which I don’t mind doing?

Suse 11.0 x64, Kde 3.5.9, Gnome 2.20, Opera 9.x weekly

do not precomiled packages. just install rub-gems and install rails usong gems. precompiled packages are usually out of date.
using ruby-gems is also very simple.
