I don’t know about your problem specifically but the solution may be similar to a problem in vmware years ago… explore different virtualized disk controllers.
Did you install unix/linux extensions?
Also, if you create or use an 11.4 VM and upgrade it to 12.1.

You might try building it in Studio - I was building a USB stick version
myself yesterday and saw that Hyper-V VHDs are now supported and can be
generated in SUSE Studio.
