I cannot now configure under 11.3 M6 to get updates.

You are confused.
Updates are from factory repos not ‘updates’. You need to add the factory repos to keep up with the build development.
openSUSE is free.

But when I run online update system ask to configure workflow because no update repository. When I click yes system ask registration. It is first time when I see such thing and this let me think that updates in final version will be for subscribers only!!!

No registration is needed.
There are no online updates in Milestone releases. You have to add the Factory repos for Oss and Non-Oss
You do know you are running a Milestone release, i.e. a completely unfinished one, a release for testers? From your postcount one could think you just started using openSUSE, if so, download 11.2 and install that. Running a Milestone release, specially the latest two, will be a frustrating experience if you expect the latest and greatest linux distro.
I am not novice and many years I am linux user.
But why there is need registration window under Online Update?
Will be OpenSUSE 11.3 final version updates available for subscribers only???
I need answer on these two questions!!

You can either register or not, it has no bearing on getting updates,
you will get them.
If you purchase a boxed set and register you are
entitled to 30 days of installation support from the date of
registration.
