openSUSE 11.3 comes with PHP5. Isn’t it time you move to supported software alltogether?
I can also not find any PHP4 for 11.3 (using Webpin and software.opensuse.org). I think nobody took the trouble to package that old level for it.

when i needed an earlier version of PHP 5, the same that was running on my
webhost somewhere, i couldn’t find any repos for that and had to compile
PHP from source, which wasn’t very difficult. i doubt that there are PHP 4
versions in any official openSUSE repos. you could search users’ home
dir.s in the openSUSE build service at http://software.opensuse.org/search
… (searching users’ home dir.s is disabled by default; you’ll have to
click on ‘search options’ to enable them.)
