I recently found an old cd that I had burned about 10 years ago. It has
several picture files and some videos. I can see all the picture
files, but the video files will only play sound.
The funny thing about it is that for some reason my linux OS is reading
only 41 of the files, and has interpreted all the file names to be in
chinese. When I open the disk in Windows XP, there are 290 files, and
the file names are all in the original English as I named them 10 years ago.
Any idea how to teach linux how to read this CD?

Well, weird, but now it is reading the cd like it is supposed to. I had
loaded the cd several timesand always got the chinese names. Then in
between I was doing other things, and I burned a dvd (it was a live kde
dvd), and afterwards, it is now reading the old cd with the english
names and all the files. Not sure what the difference is, and I did not
check the mount command before in order to compare if there is a difference.

Maybe it is sign that the CD degraded and suffers from reading errors,
maybe you should as quick as possible copy the content to a new CD or
wherever you like to store it.

Maybe, but I doubt it. There are several options when burning CDs. It
can follow different sets of standards, joliet, rockridge… The font
sets can be different. Maybe it is interpreting utf8 when it is cp850,
or something of the kind.

options chosen by the desktop should always be the same unless it has
difficulties to read it.

We can not know without knowing the mount options actually used.
Yesterday I got updates in 12.3 related to udev, for example…

Completely right, we cannot know and golson765 obviously does also not
know. An empty CD costs a few cent these days, I would not waste a
minute of speculation and copy the readable content over to a new media,
just in case and that is my whole point.
I have seen stranger things than that with optical media which went south.
