Enrolling the MOK key now works (with kernel 6.3.1). The procedure is fairly straightforward and a guide is shown here if needed:

Once registered Tumbleweed boots fine with ‘secure boot’ enabled.
I have the same problem: RTX 3070Ti.
Up until kernel version 6.2.x everything worked fine. Then, last week i did a zypper dup and got kernel 6.3.x (there was no NVIDIA driver update). After the first reboot i got stuck with no gui, just the termial. As usual i then just rebooted my system with the previos kernel (6.2.x) and everything worked fine. But then a few days later, zypper dup brought an nvidia driver update. Sadly the update did not only not solved the problem with kernel 6.3, now I even get not gui (just terminal) with the previous kernel!

Sorry to hear of your problems. I think the options you have are to:
- disable secure boot in your Bios/efi settings - until the lock down settings are removed from the kernel settings
or
- use mok to register the certificate
