Which openSUSE version?
Which NTP package version?
Have you setup NTP manually, via Yast, etc?
Please post the uncommented lines from your ntp.conf file:
grep -v '^#' /etc/ntp.conf
Do you have other systems using NTP? Similar error?
Do any NTP commands work to query time from your NTP server (ntpq)?

you could post some more entries from the log, a bit of context. Full
lines, please. Also the config file for ntp, with comments removed.
Modify this as appropriate:
cat /etc/sysconfig/SuSEfirewall2 | egrep -v "^:space:]]*$|^#"
Remember to post all that inside a code tags section, as the above. The
‘#’ button.
And also, of course, tell your exact openSUSE version, and the ntp rpm
version.
