Do you get an error message?
Or do you just not hear anything?
What audio output device is set in SMPlayer’s settings?
Do you have sound in other applications?
Is PulseAudio activated and running?
See YaST->Hardware->Sound->Other->PulseAudio Configuration, and/or:
ps ux|grep pulse
SMPlayer does not use gstreamer.
It is just a GUI for mpv or MPlayer, which don’t use gstreamer either.

I think miss codec for smplayer because play filles.webm working

You should set the Audio Output to “pulse” when PulseAudio is running (Options->Preferences in SMPlayer’s menu, General->Audio->Output Driver…, choose “pulse” from the list).
But that shouldn’t cause the file format to not be recognized…

I hope those '~'s are not really there. I could suppose that they cause problems… 
Does the same file play fine in other players? It might be broken or something.
Also, where did you install mpv from?
rpm -qi mpv
The Packman version works fine here (on 13.2).
Your ffmpeg installation should be ok after you did a full switch to Packman (you did that, right?).

Depends.
You probably should remove multimedia:libs, unless you specifically need something from there.
And my repo and KDE:Frameworks5 are only necessary if you want to have both KDE4 and Plasma5.
(the latter one also if you always want the latest version of Plasma5/KF5)

You should not switch to other repos afterwards.
The point of switching to Packman is to get the full multimedia enabled packages from there.
If you switch back to another repo (multimedia:libs and the standard openSUSE one in particular), you get the crippled packages again.
i use multimedia:libs because not found gstreamer-fluendo-mp3 on the packman(i remove multimedia:libs)
