I recently tried kernel-6.9-rc in tumbleweed but had to scrap it because I lost my ethernet and the system would not shutdown or reboot.
Now kernel-6.9.1 is tumbleweed’s standard kernel and I’m still having the same problem. The system sees ethernet (epn7s0) but there is no way to connect and the module is installed and loaded (r8169 or r8168).
Anyone else seeing this or am I missing something. I’ve googled it and can’t find it’s a problem anywhere else.

I can’t see why there should be a problem. It works with kernel-6.8.9-1-default and I can shutdown or reboot.
As soon as I boot int kernel-6.9.1 the ethernet stops working.
I’ve tried network manager, wicked and nmcli. None of them can connect.
Does 6.9.1 have a diffrent way of handling network. I can’t find anything.
Post from that kernel, executed as root:
lsmod|grep r816
And also from the kernel 6.9.
I’ve already done that. It shows that the drivers are installed and they are in the right place.
So help me to find it…
Your post #2 does not show it…

I’ve just tried kernel 6.10-rc3-2 and everything is now working as it should. I never got to the bottom of the problem.
