8+4 CPU power (EPS12V) is not needed for a low-powered CPUs, such as Ryzen with graphics.
8 pin or even 4 pin connectors are good enough.
Graphic card may require additional power (6 pin, 8 pin, 6+2 pin connectors).

This is the best price I can find so far.
As Svyatko said, my old PSU should work again with the mobo.
The only issue to solve is the front panel USB in the case to update.
Edit: I’ll need to drill the metal bracket for the cooler to adapt to AM4 size.

The 3200G is fine too. I have 2 ASRock Pro boards and both are fine (Z97 and Z170). X570 is overkill unless you want to upgrade your processor. RAM is fine, although prices are up now. folks at memorypc.de have lots of configurations.
You may consider a new case such as the Corsair Carbide 200R. When upgrading last year I considered dumping the old hardware. But eventually I kept it and bought a new case and a power supply. Whatever is broken with yours a replacement could be easy. I once with a used main board for 11€ + 4 € shipping.
Unfortunately the chop do not ship to Ireland…

B550 + 4650G (4xxxG) is a more balanced couple, but I dislike MSI.
Look at Gigabyte X570 UD or X570 GAMING X for low prices.
You may buy 2200G & 2400G on a second market.
I have doubts about branded memory, sometimes it is worser than simple green modules.
I’ll buy MSI long before ASRock. I’m typing this from my 24/7, 66 month old MSI refurb that cost me $45US.
That’s a reasonable configuration I would buy if availble. As resale AMD prices are up now I would wait until they go down again as they did last summer. If I needed the hardware badly I would consider Intel too.

I have some experience with bad capacity. Around 10-13 years ago I fixed some Dell 15"-17" monitors that had opened at top capacities.
I followed you advice, opened the PSU, removed dust (just a bit) and had a look at components. Nothing suspicious.
I checked the copper side and re-solder uncertain 3 pins. No luck, same issue. I tested again voltages, they look OK.
