It’s probably the guided search helping you first identify if the bug
has previously been reported. Search a few times to be sure it has not,
or post here your symptoms to have the community help you verify the
same. Somewhere there should be a link to start the actual bug creation.

You have to look at the list to see if your issue is already reported.
Then, after perusing that list, there are some entries below that you have
to fill (step 2 of 3). It is all explained in the page.
