I assume you want to do that in a desktop environment that hasn’t Nemo as default file manager. You only failed to identify which desktop environment you use.

I have no idea if somebody knows. And I am no Gnome user.
But you made of course a false start by not even mentioning the word Gnome in your thread’s title. The title is the main thing to draw the attention of people. When it doesn’t have the keywords, you advertising is not that good.
I haven’t used gnome in some time and I get the gtk file managers mixed up

it doesn’t matter this is the basic procedure to set nemo as the preferred file manager
install Dconf Editor (gconf has been deprisiated)
https://software.opensuse.org/package/dconf-editor
zypper in dconf-editor
with dconf-editor
disable nautilus desktop integration
org.gnome.desktop.background show-desktop-icons
enable nemo’s desktop integration
by changing
org.nemo.desktop show-desktop-icons

I am not very good with that dconf-editor.
It helped partially but . . .
It’s not the end of the world.
It first occured to me when I put in a DVD or plugged in a USB drive, it always directed me to my old file manager.
Some distros or desktops may be more flexible with this.
