Can Sikuli and Jython be included in the distribution please…
Sikuli: Project SIKULI
Jython: The Jython Project
Java is needed for both the packages.

Sikuli and jython is available for 11.4 and factory…
Unlikely to be added to the actual distro DVD though…
Also @OP welcome to the forums, but we are not devs, just users like you. You can submit a request at openfate, but I suspect that given the embarrassment of riches of software packages, less popular ones won’t be included in the limited space on the optical media, but available from repos.
Sorry forget something, does NRPE do exist in the distribution. If not can that be added too please, with all the core and its addons including front ends…
Nagios - Nagios Downloads
Willl that be installed when 11.4 gets installed or do i need to configure it through Yast.

You need to make a openfate request for this packages.

Btw jython is included (but a very outdated version, I would not use it), to
install a new version is absolutely trivial, just download the installation
jar for jython and execute it.

You shouldn’t need to configure anything through YaST; anything which is not installed from the CD/DVD will be installed by YaST without any need for you to configure it.
BTW, unless you have problems with your Internet connection, the quickest way to install openSUSE is normally to use a Live-CD which, after it has installed the absolute basics, will download the remainder of a basic installation. You can then add whatever other software you need using YaST. If you want something which does not appear in Software Management, do a search on software.opensuse.org and, if you find it, the repo will be added automatically when you install it.
Even if you want to add an rpm which does not come from openSUSE YaST will normally handle the installation, if necessary pointing out any missing dependencies which you need to install.
