This is caused by the polkit update to 0.113 (although it’s actually a bug in systemd).
If you logout and login again, your user session might not get registered correctly (as “active”) and therefore you won’t get sufficient privileges for many things, causing e.g. that error that you posted.
You can “fix” it by updating your system with YaST->Online Update or “sudo zypper patch” e.g.
Another update has just been released today.
But you should reboot after installing it.

Yes, the update has been released for 13.1 and 13.2 as well.
I don’t see it in the repo yet, but that’s just a matter of time until OBS publishes it (it is currently busy re-creating the 13.2 update repository) and the mirrors are synced.
I would expect it in a few hours at the latest, likely earlier.
