I’m getting the same as

Boot stops on "Reached target Remote File Systems"

[13.2] boot hangs at "Reached target remote file systems"

on my old laptop, suddenly booting hangs with the last line Reached target remote file systems haven’t been using the laptop for a while, it was booting well before and I can’t remember of having installed any updates. Would be great if anyone could give ma a hint on how to boot again.

It was trying to resume off the swap partition. Editing the boot command from the grub boot screen and removing the resume parameter seems to have got it working.
