Looks like 13.1 isn’t enable;
https://build.opensuse.org/package/show?project=Mono%3ACommunity&package=pinta
Click on the users link on the top part of the page and ping the
maintainer.

Same symptoms here, it has been missing since 13.1RC2, but I understand this is exected. Now I have done a zypper dup, and the SUSE-Brand is now reading 13.1. Seems that the Mono Repository is still offline. I saw the last answer, but sorry, I cannot find the “users” section in order to ping the maintainer of the MONO Repo. There is a MONO .Net discussion group, but seems abandonded since Sept. 2012.

OK, well, found it. Went thru the package link, and found the Build Service page for the mono project, and the status on the Project Monitor is “unresolvable/ failed” across all versions, from SUSE 10 to 12.3, Factory and Factory + Mono, so I think they are aware.
Will wait until they figure it out.

It looks like Mono is present in 13.1 after all.
I did a zypper search -s mono-core and found it in opensuse 13.1 oss and I can browse to it here:
Index of /source/distribution/13.1/repo/oss/suse/src
However if I search for it on:
software.opensuse.org:
Then I only get this repo home:Tehnari
Zypper search for pinta now also works

Apparently the standard 13.1 repos are not yet indexed for the Software search.
Try to search for the kernel, you won’t find any official package for 13.1 either, although it is included for sure!
Zypper search for pinta now also works
Zypper only searches the repositories you have configured on your system.
