Modern Python stack for Leap

Leap has a default Python interpreter that’s “too old”. In Leap, python3 is Python 3.6 that reached upstream end of life at the end of 2021. The current version in Leap is based on SUSE SLES 15, so it’s supported by SUSE, but it’s not something easy to use with modern python modules.
