One thing I learned soon after starting with Linux more than a decade
ago is that you have to buy hardware with Linux in mind. Ie, investigate
first if something you intend to buy will work with Linux. And often
this hardware that works is more expensive, because it is easier if it
handles things internally instead of depending on a specific driver and
host cpu, like winmodems.
My first “high speed” modem I had to sell half price to a friend. It
would not work in Linux. It was perfect for him, in Windows.
You might find easier to do the same with your modem… But I wish you
luck making it work.
