Minimum Install

Is there a way I can do a bare bones install of OpenSuSe 13.10 without additional software (such as LibreOffice, for example) but just the bare minimums?

Usually “bare bones” means “headless”, i.e. no desktop environment IIRC. The installer allows this AFAIK.
Another option is to (build and) download an image from Welcome – SUSE Studio

13.1 is the Beta version, so you should be asking in the Beta forum, not
here.

Assuming it is the same as the stable version, just choose the minimal
pattern.

Yes. You can choose what you want in the installer(DVD or Live)
opt for 12.3 as 13.1 is still in development

GNOME 3.6.2
openSUSE Release 12.3 (Dartmouth) 64-bit
Kernel Linux 3.7.10-1.16-desktop
