Hi
In my attempt to maximize screen estate within Okular I disabled the
menu bar and tool bar. But now I am stuck with a more or less unusable
Okular due to lack of the bars. There seems to be no way back.
How can you re-enable the menu bar and tool bar???

Try the hotkey combo ctrl+m for the menubar, works for most KDE
applications.

Ctrl+M will give you menu bar back.
Once you get menu bar go to settings and select “Show Toolbar”.
