I have the mailutils package installed, but I don’t seem to be able to find a mailutils-devel package. Any ideas?
Where did your mailutils package come from?
If you don’t know and assuming that mailutils is the packagename, you can post the results of the following
zypper info mailutils

This is OpenSUSE 42.1. The maiutils package is from the OpenSUSE system repository.

Aside from Leap 42.1 out of maintenance (EOL), there is no mailutils package in openSUSE (OBS or PMBS), there is GNU-Mailutils (https://mailutils.org/), but this is not packaged…
So you need to post info on the installed package as requested by user tsu2 also your repository list from zypper lr command.
This is 6 months and 2 days later! Thus all here have lost every memory about what your problem was and 42.1 in the meantime getting beyond maintenance your whole problem has become a bit void.
Better go for 42.2 and then look if it is still there and then start a new thread.
