The panel icons in KDE for the bottom of the screen are all on the left-hand side of the panel. How do i move the icons to the right-hand side of the panel near the panel toolbox ?
Click on the toolbox. You can then click&drag all elements of the panel and move them right/left.

Right click on the panel with your mouse and select Panel Options / Panel Settings and then you could move the Clock to the Left, then the System Tray, Then The Task Manager, Then the pager and finally the icons would be on the right, but would still populate from left to right normally. And be careful, you can cause one of the functions to pull lose from the panel and end up on the desktop. You are trying to find a space between the Clock, System Tray, Task Manager or Pager to select the Panel options. In general, until you learn how to adjust the panel, it might be best to learn to live with its default setup, but perhaps you can learn by doing and good luck.

-right click on an unused spot on the desktop
-select “Unlock Widgets” (if yours says "Lock Widgets that means they
were unlocked, and most experienced KDE users here always leave the
Widgets locked until they want them unlocked–such, will reduce the
change of things moving or being accidentally deleted, changed, etc)
-right click on the panel’s ‘cashew’ and select “Panel Settings”

or maybe what you needed is “Panel Alignment Center”…and, by the
way there are other paths to those same controls
Even after I grab the system tray and move it all the way to the right, once I unclick my mouse the system tray moves back to its original left position. I have the Panel Alignment set to Right but this does not seem to do any good.
I set the Panel Alignment Right but still the System Tray is on the left. I try dragging it to the right, and it goes there, but as soon as I drop it, the system tray moves back to its original position. How infuriating.

I previously described all taskbar components and it is easy to move them around if you understand how the work and what parts there are.

It should only jump back to it’s original position when you are trying to drop it on an invalid position.
You have to move it to a place between two other elements. You will then see the other elements move and create an empty space between them. If you drop it now, it should stay there…
