Is this a known situation, or do I need to address the network DNS servers?(I use the google DNS’s)
Along with the ‘cannot connect’ there are several notices about a file not being ‘digitally signed’ with a warning about not knowing who signed them.
This happened on this old HP Compaq, the HP AIO, and on my laptop.

There may be, I see some issues with the docker packages signatures on Tumbleweed. Try again tomorrow would be my suggestion.
Yes, there are several changes to repos for Leap 15.3 but, whichever way I have done it, I have eventually got a package which updated the repo list though I think I had to remove some manually - cannot remember exactly which, only that there are repo changes.
