For some reason I lost the menu bar for eg
Libre office, VLC, KDEnlife etc
I assume it is a global setting … ???

A picture would also help as “menu bar” can mean multiple things.

Looking at the link you you posted made me realise that I was not aware of other factors which most likely caused the problem.
for a start I am running KDE
I was running 2 monitors with no problem and added 3rd monitor. Then the problem occurred

deleted plasma-org.kde.plasma.desktop
logged out … logged in

First recommendation when providing a “solution” Reply, is to provide the proper filename (when referring to files).
user@mach:~> find . -name plasma-org.kde.plasm* -ls
3610589 16 -rw------- 1 user users 12541 Jun 23 14:25 ./.config/plasma-org.kde.plasma.desktop-appletsrc
user@mach:~>
Secondly, be sure to provide the full pathname for the file, rather than just the filename itself … because some folks might not realize that it’s in that hidden path (or elsewhere) …
~/.config/plasma-org.kde.plasma.desktop-appletsrc
