I have downloaded suse live cd and currently running the program. I wanted to download and install skype. It downloaded but would not install. question! using the live cd is it restricted to using only the included programs?

Unless you actually do an install to your drive, probably. You can
probably run things outside the LiveCD but it will likely depend on the
application. For example I have a build of skype that I run out of my
home directory and which could be put anywhere on the filesystem.
LiveCDs only run what they have, though, and lose all their changes
(except what you tell to write to disk, if you tell things to write to
disk) on a reboot.
