Libreoffice writer and other suite apps fail to start after upgrading from 12.3 to 13.1
I tried to downgrade from this rep Index of /repositories/LibreOffice:/Stable/openSUSE_13.1 but nothing changed.

How did you upgrade to 13.1?
I would suggest to switch back libreoffice to the version included in 13.1.
Run libreoffice in a terminal window and post the output, please, and the output of:
zypper lr -d
I upgraded using zypper dup

Did you disable all those repos first before upgrading? If not it’s no wonder you have problems…
Do you really need all of them? 49 is a bit much, especially if you need help in the forums. 
Some notes:
Remove those 12.1 repos!
Remove those Tumbleweed repos if you don’t want to usae Tumbleweed (and if you do, most of the other repos should be removed/changed).
Your KDE:Extra repo doesn’t match your KDE repo (KDE:Release:411), the URL should end in KDE_Release_411_openSUSE_13.1. You should really clean up those repos anyway.
You shouldn’t have both VideoLAN and Packman, this can lead to problems. Remove VideoLAN, since Packman contains everything that’s in there anyway.
And you should maybe remove those Factory repos as well, so you don’t enable them by accident and break your system.
Regarding libreoffice: it can’t find libclucene-shared.so.1, maybe that’s not installed because of a conflict in your repos.
Run this to install it and post the error message you will likely get:
sudo zypper in libclucene-shared1
Issue resolved after

I’m having the same problem, libreoffice fails to run after upgrade 12.3 >13.1, except mine says

so far i’ve tried removing all the libreoffice packages from yast and reinstalling them, with no luck.
any help would be appreciated!
Libreoffice opens after uninstalling fglrx and installing radeon as per the documentation. This also fixed my desktop effects, which weren’t working great after the upgrade.

Yes, your error message did indeed point to a graphics driver issue.
What graphics card do you have?
What version of the fglrx driver did you install and how?
