libevent package lacks libevent_openssl.so target. Who should fix it?

Hi.

There is no libevent_openssl.so target in libevent package:
software.opensuse.org:

The author of the last entry in changelog of the spec file recommended
to search for package maintainer via

`osc meta pkg devel:libraries:c_c++/libevent`

But this command fails for me(basic authentication error). How do I find
the package maintainer?

libevent_openssl.so is packaged in libevent-devel.
